I think that 'here' refers to life. You can't waste time, you must do as much as you can with it as you can because it "slips through your hands like grans of sand - You watch it go"

I also thought this song was about life in general at first... But the more I listened to it and thought about it, the more I started to think it's about carrying out a life-long prison sentance.

These seem like they refer to participating in the crime that landed the person in prison to begin with.

I think this song is mostly about an obsessive relationship....you came here willingly, you participated, now here are the rules....you are taking more than you give, but that is not the way it works in this situation.
