It's fairly straight forward, the whole album uses animals and other country-type to make observations about the world and humans. This song is literally about a weathercock, performing its simple job and pointing the way to better days. One can just imagine exiting a farm, looking up at the iron rooster, and wondering whether it is the weather controlling the cock, or the other way round.
I believe Ian Anderson to be the greatest rock lyrisist ever. It's not just the music, but the lyrics as well. He definately has not been given the credit that he truly deserves. Maybe someday this will happen.
