This is about someone who takes a look outside at the world, doesn't like what he sees, and returns home to quietly commit suicide.
I think about the Rapture when I hear this song because he’s talking about “people’s castoffs” like the clothing and other stuff people may leave behind after they’re raptured like in that episode of American Dad. And the “people snared within the wheel” could be people in cars being raptured only to get stuck in their cars.
