This is one of my favorite "Going To"s I'm sure it has some kind of deeper meaning to John, but from what is actually given in the lyrics, he's seeing someone who he didn't expect to meet again, and they look back at him, and it's awkward :).
utrecht is an art store in pittsburgh PA. that, plus the mention of water and a city, makes me think of that place.
There is also an Utrecht in Portland, Oregon. And he frequents Portland. I live across the river from Portland in Vancouver, Washington, and you can look across the water and watch Portland if you feel like it.
My ex is currently going to school across the water. This song make me think of her.

The narrator is looking over a 3rd story window in Utrecht, Netherlands, a medieval city whose buildings are rarely built taller than a few floors. He's looking out, thinking about a person across the ocean back home in the US ("across the water, somewhere"). He wakes, shocked, to find this person suddenly appear in the flesh in Utrecht. It's so shocking because of the distance and the unexpectedness. Pretty straightforward, beautiful song.
