In reply to SugarInMyBowl, I think it's about wanting so badly and waiting so long to talk to somebody (either a formerly close someone that's become recently out of touch with you, or someone entirely new) that when you finally get the chance, you're speechless. So you start to making stupid small talk and asking pointless questions just to make conversation.
