I think the song is about unrequited love. I see the first verse as a wish for a tender embrace, for this guy to "touch my hair". Have you ever had someone you love just kind of idly rub/scratch your back? I think that's what she's describing with "draw ghosts on my back". The second verse is the grim reality that this isn't going to happen. Instead of hearing the wind playing flute, she is shouting at silent rocks and dreaming of bitter, lonely things.
This is so haunting.. Slow, creeping, beautiful, this is even better than The Ballad of the Broken Birdie Records.
Actually, Bjork IS icelandic seeing as how she can't change that. I think it's beautiful sounding, the voice, the lyrics, everything.
