I think the song is about unrequited love. I see the first verse as a wish for a tender embrace, for this guy to "touch my hair". Have you ever had someone you love just kind of idly rub/scratch your back? I think that's what she's describing with "draw ghosts on my back". The second verse is the grim reality that this isn't going to happen. Instead of hearing the wind playing flute, she is shouting at silent rocks and dreaming of bitter, lonely things.

This song reminds me of the book "Rebecca." Windy nights, ocean crashing into land, isolation in big empty spaces once at least punctuated with love and happiness. Ah, props Mum, props.
