i think this song is basically about an overly dramatic girl that he had a past relationship with in the first part, he is saying your amazing but you choose to sit in the rain and call your self ugly, in other words, saying that she is great and knows it, but makes herself look pathetic for attention
after the song gets more up beat, he is kind of mocking her,
