It certainly is Elton John. I've seen a behind the scenes documentary with Trey and Sir Elton in the recording studio.

It's about Wendy Testeberger, who is Stan Marsh's on again/off again girlfriend. She's hot and cold when it comes to Stan and he can't quite pin her down. I think the song is saying do whatever you want, just let me get close to you. Or whatever.
