The only way this song makes sense to me at all is if it's about how he felt when his parent(s) did and it was just him and his sister. They were deep in their sea with their parents and they were painfully brought out into people attention. They felt orphaned and even though they were older, they couldn't help but feel little. The death of their parent(s) was like dieing slowy inside. Milky Seas and Levitating sounds like a reference to heaven to me. And maybe you should be saying sorry? to him.

That's what i get from it. Anybody else?
