This is about a working class man who is struggling to keep his head up financially. He knows a mate who robbed a TAB (betting agancy) and "broke through illegally" (became financial). I believe he's standing on the outside of financial freedom, looking in at people with money.

He's pissed off how people can be born with money, and is realising that even if he busts his arse working he'll never be rich.
At the end he saying that he's going to do what his mate did and rob the place that he's "Standing on the outside" of.
Not fully sure of the meanings of all the lines, but its a start.

Cold Chisel were never really on any 'side' of politics (in their music at least). They were basically against the whole political structure where power and money depended on the family you were born into. This semi-autobiographical song is saying that following the rules of that structure will get you nowhere, and it will only change once people start to ignore those rules.
