I agree with FxYxIxNxE - I think it is about a girl 'cause it says "Sink her to the level of the rest of us that inherit the earth" which sounds like he's talking about a girl who thinks she's so much better than everyone else?
i always perceived the song to be about a girl.
SLUG has said in an interview in URB a few years ago that this song is about george bush. slug does this always, the "girl" in his songs take the place of whatever his subject matter is. keep this in mind whenever listening to atmosphere.

As for the woman who speaks at the end of the song and says, "I once read that names which begin with the letter S are the names of SNAKES," it is a line taken from the Dario Argento film Suspiria.
I like the idea that the bird is a metaphor for politics. The bird looks down upon the workers and talks or "chirps" often but doesn't do anything (much like a politician). The bird could even be a metaphor for America itself or the government as a whole because Slug states in the last line "My beautiful bird has gone away," meaning that the idea of government of the United States isn't prevalent.
