I think it's about having a plan.

I think it is more a message about politicians, I'm not sure if it is about a specific politician (Reagan was fairly new to office having come out of California at the time, maybe? or generally about conservative right wing government or justice?)

I think it's a commentary on people and there schemes to get "ahead" in "life" and the failures we have in doing so. The feelings we all have to dominate those and everything around us no matter what our station in life is. Ultimately dreams die and where we are stuck is where we end up. We all settle at some point and possibly this way of life should be abandoned for something better.
