Well yes nearly all of Ween's earlier songs are directly inspired by their use of psychedelics. I know you kids who learned about Ween via Spongebob might not like to hear that, but it's true. If you look up (on YouTube) Ween singing "Push the Little Daisies" (their first music video) on the old Beavis and Butthead show, you'll see that they show mushrooms on camera multiple times during the video. In the "It's Pat" movie, Ween give Pat mushrooms and she starts to go on a trip until Ween tell her they got the mushrooms at Safeway. They are famous for their use of psychedelic mushrooms primarily early on (and prescription drugs like Zoloft later in their career).
As for the kid claiming that you don't have to be on psychedelics to write psychedelic songs-- technically that is true, since Ween's big inspiration Frank Zappa never liked to do shrooms or LSD. But Zappa's song lyrics are clearly written by a sober individual while many of Ween's lyrics could only have been written while tripping or the morning after. Check out tunes like "The Stallion, Part 3" or "Little Birdy" if you want to know what it feels like to be tripping-- those songs really capture the ecstatic psychedelic experience.
And to those of you kids reading this, just because Ween started tripping at age 15 or 16 and developed into geniuses doesn't mean it's healthy for everyone. Generally, people should not do psychedelics except after adulthood and only in a proper setting and for proper reasons (and there are many proper religious or spiritual reasons for using power plants and psychedelics for artists and shamans).

I think this song has something to do with the evolution of life on earth. It seems as if the protagonist is wanting to evolve, and this Ocean Man holds the key. Life originated from the sea, after all, and the singer is asking to be taken to land perhaps for the first time ("take me to the land that you understand"). Ween obviously love to create characters and base their songs around them, and I think their Ocean Man character is some sort of catalyst for evolution. What makes me further think this is the fact he's name's Ocean Man and clearly from the sea, yet he's a "lifeform braised in the sand....soaking up the thirst of the land," leading me to think this dude's more than just a sea-dwelling creature, that this guy is evolution incarnate. He was around way before us humans, and probably takes pity on us and our primitive minds for ever having thought the earth had corners and edges. He also need his help to evolve, thus why we (or the singer) take his hand and follow him.

Well, I'm new to Ween but I wouldn't necessarily say that this song is about LSD. If anything, it seems like the songs on this album are about experiences while on LSD

Then I read the lyrics and realized it was ober man, ober is German for over if I remember correctly. So, it could still have a similar meaning to my original thoughts, unless Ober man is a name to describe someone and isn't just the two words placed next to each other as a description.

You're darn skippy it's catchy! Every time I put this song on everyone is all like, "Who is that?" And I'm all like, "It's Ween!" And they're all like, "Ween? Really?" And I'm like, "Ween, really." And they're like, "Man, I heard about them but never listened to them..." And then I'm all like, "Dude, you should listen to more Ween."

Yeah, Gorillagorilla is right. Assuming it's about drugs just because it's Ween (and they ARE pretty far out) isn't always a good theory.
Of course, I'm still of the opinion that Gene and Dean are NOT regular drug users. You don't need drugs to create a trippy song. But I digress.
And the song is terrific. One of my all-time faves.
Like it or not, most of Ween's music is about trippin balls. Anyway, this song is awesome!
