its about a young girl. not yet 16. stuff about innocence etc means shes a virgin, hence why he can't wait till shes 16 and for "her halo to slip" etc. and yes, its on their new album calico.
I loved this song when I was fifteen and had a dirty crush on Justin Hawkins. :D
