Ronald Reagan was in a film called Bedtime for Bonzo, which kinda gives it away.

This song is definately in referance to the jelly bean munching republican swine. Im suprised how many people have never heard of the Damned, they were highly influential in the early days of punk, and also contributed to the Goth/Darkwave scene.
Of course it’s about Reagan. Yes, “Bonzo” was actually the chimp, but it was also a caustic reference to Ronnie, hence the Ramones’ “Bonzo Goes to Bitburg.”
in the beginning of some live recording they say that this is about Reagan...
