I believe this was regarding the Anglo-ification of Scotland ("Anglofied vowels, sub-London thoughts"), especially with the statement that the character Alex takes up being the "new Scottish gentry"...awesome Adam and the Ants-esque drum-beat, also
Info for non-Brits: it's not MNS, but M&S (M 'n' S), which stands for Marks and Spencers, a high street store that does all sorts of goods but its grocery department tends to be visited by wealthier folk, and there's a slight 'snob value' attached.
But I reckon the character in this song is also a bit of a nutcase, beneath the respectable exterior. Does he do violence for fun both consensually in the fetish scene (leather for leisure) and non-consensually in the street (velcro for sport)? Guess we'll never know... ;o)
as some people have already said, this song is about wealthy scots trying to pretend they are members of the aritoscracy by acting like they are. e.g 'shopping for blood', trying to buy themselves a heritage

This song is so good...it's sort of sinister - and when I very first heard it I was like "that is NOT Franz Ferdinand!!!" then the second time I thought "oh, wait, it is...!" In fact, I know think this song is hilarious - "Hi there!!! I'm fre-e-e-e!!!" - if you hear that on the record you just wanna start laughing. But it's so good
