I think this song may be about Immortality. Maybe even Vampirism. Watching kingdoms rise and fall, come and go while still living on. Living forever. Watching metropolis (large thriving city) turn into Necropolis (a city of the dead).
I agree with the interpretation. It is about immortality, and from the point of view of a vampire or a Fallen Angel. This part specially makes me think about that 2nd possibility: "take my broken wings teach me to fly again". It's one of my fave songs all time.
