"Rum, Romanism, and Tammany" are things that were commonly used to describe the democratic party of the late 1890's Rum- anti-prohibition, Romanism - pro- catholic, and the Tammany hall politicians, a corrupt group of city bosses who abused thier power. I just read that actually almost verbatim in my history book and I thought of this song..
