It's a song where a woman is in the rain and remembers another rainy day, when she was crying over some injustice, shivering and cold, and found solace in the arms of her man.
The swelling downstair 'furnace' would be either his... you know, or her... counterpart ;). Sounds like they had a really nice night.
One of the sweetest lyrics I know, that avoid being tacky. The song certainly resonates with me and some of my memories :D.
