First of all let me point out that this song is from the movie "Hedwig and the Angry Inch," which I've never seen but I've heard it's pretty good. Basically I think he's singing to someone who's in a bad place (geographically or a metaphorical place in life) and they're having to deal with a lot of stuff right now and possibly getting caught up in some bad things themself, and he's just saying, "Look, hang in there and you can get through it. I'm here for you if you need me." I especially like the references to "Lady Luck," the Fates, and Lot's wife from the Bible who was turned into a pillar of salt. Just a cool song.
