I think it refers to a part of The Bible, where there is a Dry Season, when fields dry out, people are almost dying everywhere, then water just came flooding from the skies after prayers. So then the fields grew again and people were saved from dehydration and starvation.

My thought. If this happened in The Bible. Haven't read so much yet.
