I get the feeling this song is about living in London (or generically about any big city). High tide mid afternoon is rush hour.
People go to work in the city to make money, and everyone makes them feel guilty because of the money they earn and the big companies they work for - "Don't let them get you down Making you feel guilty about Golden rain bring you riches All the good things - you deserve now"

Every day, heading home, they think about how they want to get out of the city for good eventually.

Is it possibly simple enough to say that everyone has got themselves caught up in things that don't really matter. No one knows where they are going and they can't get out.
I think it just refers to the fact that everyone has issues and problems to deal with daily, if we could get out of these we would live a simpler life.

For christ's sake! i thought someone on here would be able to shed some light on this tune... i love it... and im sure if i knew what the hell it was all about i would love it moreso!
I think Paul is writing about the loss of individualism in a more and more intricately connected world. The protagonist is trying to breakout of this mold and return to a simpler existence.
It could be as simple as getting out of town, as ssome of the lyrics resonate wiht me getting out of tiown to seem my girlfriend, who lives in the country, which I always find to be a start contrast to my usual, noisier urban setting.
But can be about just being trapped in the daily grind too and losing your individuality.
Written for a friend of Wellers, its about following your dreams and going for it!!
