It is about losing a friend to a coke addiction. However, I find it ironic considering Neil Young has done a lot of coke in his day (check out the video from The Last Waltz with coke boogers in his nose).
He could also be talking about himself in third person in those verses
Also, the rest of the song in in first person, so I think it's more about his own personal coke addiction
While Neil admittedly did his share of the powder in the 70's, both himself and people who knew him have stated that he most certainly was not a coke addict. He did it from time to time and then would stop for long periods.
Great song about what cocaine does to your life and what it did to him. You make "friends" and lose them along the way. Great song.
