No The Jam's version was only a cover - the original was by The Kinks long before The Jam existed - but The Jam's verion is much better.
I think the lyrics are just what they appear to be - about wanting to be like that person at school who seemed to be popular and good at everything... think the 'gay' reference means happy it was written when that was all it meant.
My Dad's cousin is called David Watts and Dad says he remembers bringing home the record to show his Mum.
Apparently David got teased for ages though - Kids can be so cruel...
