If you are a spy it means you shouldn't be caught, that is kind of the whole point, and if you are a voyeur, the whole point of the pleasure you get from it, is the fact that the other people don't know you are watching them. The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

In regards to the meaning of this song:
Before a live performance on the EP Five Stories Falling, Geoff states “It’s about the last time I went to visit my grandmother in Columbus, and I saw that she was dying and it was the last time I was going to see her. It is about realizing how young you are, but how quickly you can go.”
That’s the thing about Geoff and his sublime poetry, you think it’s about one thing, but really it’s about something entirely different. But the lyrics are still universal and omnipresent, ubiquitous, even. So relatable. That’s one thing I love about this band. I also love their live performances, raw energy and Geoff’s beautiful, imperfectly perfect vocals. His voice soothes my aching soul.

I think she's talking about two lovers that even though they're in love, can't stay together 'cause they are just hurting each other too much and doing that to someone you love isn't the exact definition of being a "good woman" or a "good man".
I think that in the end, all relationships are basically doomed to bring out the worst in us and our partner, no matter how much you are/were in love. Familiarity breeds contempt, I believe is how the saying goes. This is a cold hard fact of life that most over a certain age will eventually realize. <br /> <br /> After reading the lyrics, I thought of a woman who is basically jaded by relationships in general, because they all follow the same trajectory; so she wants to nip it in the bud by ending it before it gets to that point, because it will. She's really torn up and hurt by her own decision (she tells him she doesn't love him even though she does), but this pain is nothing compared to what is looming on the horizon. I guess you could call it a preemptive measure. <br /> <br /> This is a great song, by the way.
