This song is definitely about suicide. I saw The English Beat live last night, and Dave Wakeling explained he wrote this song while living in Birmingham, sometimes thinking that suicide would be better than living in Birmingham. He wrote it after stumbling home from a pub one night.
There are lots of sad songs about suicide, but the singer encouraging the protagonist to go through with it is downright sinister.
