i think it's about being uncomfortable with the times, and having someone that can make it ok to carry on with it all.
I think its about Ian trying to do something about the debts that he and his wife have and hes trying to do something about it.
Ian is asking his wife to stay with him because when he had very intense fits she would always be there for him. Debra became one of the few people Ian trusted, although he did have a very manic relationship with her.
One of my favorite JD songs! I always thought it was about an uptick in Ian's mood ("These Days" being happy days) since the lyrics are actually a bit optimistic ("now that these debts are paid") and speak about having someone else to face the world with. Also the music is really punky and happy sounding! For Joy Division anyway...
