As much as I see the references to Bush, I think it might be just as much about Tony Blair. I certainly wouldn't call Bush "cruel and smart." Maybe "cruel and fucking malfunctional."

Maybe it's more of a generality about the situation. I don't know that Fall Dog could be pinned down to any one person.
Yeah, the reference to oil is really what makes me think this is about Bush and the war.

I used to call myself 'Bowie's fall girl' all the time b4 this record was released sol he turned it around and called himself fall dog or alternatively me(both could be correct) when I was in smart time I.e. when my anti-psychotic drugs weren't working or I was off them and back to my brilliant best. That's the way the drugs (prescription -don't get excited!) affect me - lmake me ugly and devilishly aggressive and people in public react badly to me accordingly. Oil on my hands is yes about corporate sort of wealth and worldliness but also about baby oil and his night time sex with Marianne. Blowing someone away is both to get rid of them and attract them. Typical of Bowie to leave you confused!
