To me, it's about how they've been beaten down so many times. They can't find solace anywhere because of the "lack of thought" and bullshit media surrounding them. There is no camaraderie because the revolutionaries and "brave ones" have all been snuffed out or have died for their cause. There's nothing left to do except "lie in a hedgerow" (bushes) and count the days, fighting the epidemic of apathy that seems to have infected everybody around them. Really cool imagery in this song. It reminds me a lot of Ray Bradbury's Fahrenheit 451.
