So does anyone know if this is a cover or not? I know it isn't on any of their released stuff, so I'm assuming it's either a cover or another of Dustin's random burst of creativity.

nope, it's not even on 'first impressions' (1999). the very first edition of 'identity crisis' (2000) had an extra track called 'madman' (also a good one), but 'lockstep' wasn't on either of these releases. don't rightly remember where it appeared, but until thrice comes out with a b-sides collection you're better off just finding the mp3.
