I think besides practicing restraint, it's also about playing hard to get - "I wanna be someone they don't want me to be"and "don't wanna be the little girl they kissin' goodnight" - because she's been too "easy" in the past. Men are taking advantage of her and thinking she's loose, so they'll walk all over her. She realizes she'll be more valued if she doesn't do whatever they want her to do.
I think that it's about her being a little boy crazy, and her parents disapprove, and pass it off as a phase. She wants to grow up, but her parents want her to stay their baby girl. She doesn't want to disappoint her parents, but she wants to be her own person. She's torn.
