An air raid man/warden was a guy who was hired to walk the streets of a city and tell people to turn their lights out. During night attacks, enemy aircraft would bomb the crap out of anything that had lights on so when the air raid siren would sound everyone would have to turn out the lights so the city wouldn't get bombed. A real kick ass song anyway.
