its a tribute to 80s hardcore...
an album by hardcore punk band d.o.a. is called hardcore '81 songs by urban waste, necros and other bands are called police brutality, but i have no clue which song named police brutality was recorded in '83. it's definitely a tribute to 80's hardcore punk.
