The song is basically a goodbye letter to his love that was written while the Indiana State Police are surrounding his home calling for him to come out of the house. He is telling her how truly sorry he is that he put her through all this and that she doesn't deserve this kind of treatment, and he is apologizing for everything.
He could either escape and be on the run from the law once again or he will go down in a blaze of glory, dying before he gets another chance to see her in person and make things right again.

I have heard this song many times since it first came out in 1970 and to me the title Indiana Wants Me has a double meaning. The first is what is the song is really about, a man running from the law and the second would be a recruiting pitch for prospective Indiana University athletes.
