I've always thought that Coloured Rain was a veiled reference to LSD.
I agree. But then I think most of that album ("Heaven Is In Your Mind," a.k.a. "Mr. Fantasy") is about acid: "Hole In My Shoe," "Dear Mr. Fantasy," "Heaven Is In Your Mind" ("water the flowers that grow out your heel"?), etc.
