The song is actually called "In The Street" and was originally done by a band called Big Star.

It's obviously just a song about being a teenager. The lyrics say what they mean. It's not about being a "low rut teenager" as said by BigBenShamu who is obviously just an overly tense piece of crap who is jealous.
