This song is very clearly about the Bush administration and the lead up to the Iraq War (which started after the album came out). It also references the bandwagon way in which the media and even many musicians jumped on board to sell the war.
My guess is that "and his uncle in the movies" is a reference to the "Planet of the Apes remake that came out in 2001, and in general, the monkey references are probably b/c of Bush's skepticism about evolution.
The line about "duct tape all around my heart" is a reference to the idiotic suggestion made by someone in the Bush administration (John Ashcroft? or Tom Ridge?) that we could protect ourselves from a chemical weapons attack by putting duct tape around our doors and windows.
In general, the song seems to be about Blake's reaction to 9/11 and his reaction to the nation's reaction to 9/11 and his reaction in general to all the crap Bush had pulled and was about to pull and about how so few people seemed to be openly protesting what was going on. It's a pretty transparent (but also clever and entertaining) protest song.
