This song is about someone who is scared of love. He calls this person "billy" because he thinks this person a fool. The wind means agression, a person don't want to give up so easily. Northern wind means coldness, a cold attitude, as opposed to southern. "And with this gun goes everything I want to say", gun for the sake of itself, agression for the sake of agression, meanin' the person is a psycho really. This song is psychoanalytical.

Could it possibly be about Billy the Kid? I think he was from the Northern Plains states but settled somewhere in Arizona for a period of time and possibly into Mexico to avoid the law. Seems like he was married too at one time, so all of those elements might be in the song.

@Davcat I think you are correct....seems I heard this explanation many years ago, possibly from Cat in an interview...
