such a fun bashing of Bush Sr. 'vision thing' is one of his famous Bushisms, and in that context everything else falls into place.

This was written and released before Bush was president, so the reference to that makes no sense.
[Edit: I was wrong about release date, but stand by my belief it has nothing to do with Bush.]

i had initially thought it certain that this song was about heroin and a cursory review of the lyrical content should substantiate this interpretation. however, after reading the suggestion that it was in fact a political commentary directed at bush 1 and a further analysis thereof, i have determined that said suggestion is in fact accurate.
this is a derogatory political commentary directed primarily at bush senior.

I think it's about Bush senior, because of Vision Thing and Blizzard king, a note to Bush's cocaine dealings. In the beginning there is mentioning of a drug called Methedrom and so he has 25 whores in a room next door, he needs to go down 25 floors to a candy store, to come down from his bad trip, seeing a million flashes of light and strange colors. But he reflects on a better world, where people can sing again and get out of drugs and the killing zone. 2000 Hamburg four could be the postal code for a district in Hamburg, where Eldridge would later go, when leaving the band.
