Like a lot of the other comments are saying, I think this mainly about voyeurism. If the song was about his girlfriend, then why would he use the word spy. If you are a spy it means you shouldn't be caught, that is kind of the whole point, and if you are a voyeur, the whole point of the pleasure you get from it, is the fact that the other people don't know you are watching them. See a bit of a connection there?

The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

And here, apparently, is the story behind this cryptic song. The revolutionary German Red Army Faction, led by the "terror couple" of Ulrike Meinhof and Andreas Baader, bombed a United States Army headquarters in Frankfurt on May 11, 1972.
Lieutenant Colonel Paul Bloomquist was in the officer's mess when the explosion hit. A shard of glass flew from the shattered window and embedded itself in Bloomquist's throat. He lay mortally wounded on the floor, unable to staunch the blood gushing from his jugular vein. It's doubtful that he was the target of the attack; he just happened to be in the wrong place at the wrong time, the only fatality among many lesser injuries inflicted by three pipe bombs.
Bauhaus took plenty of liberties with the lyrics, but this has got to be the origin.
