I cannot believe this is the first comment. I remember this from the early 90's when I was at a Junior School disco. Absolute classic tune that certainly can ride on time and sounds good even in 2006!
The vocals are sampled from Loleatta Holloway's 'Love Sensation' and the eponymous 'ride on time' line is actually 'you're right on time'.
