Gardening at Night is a reference to Death of a Salesman. Willie Loman loses his grip on reality and finally decides to commit suicide to give his sons the money he could never earn. He goes outside late at night to plant seeds to give a lasting growing impression on a cruel world.
Apparently "Gardening At Night" was, according to Michael the first "proper" song REM wrote. Gardening at Night is a metaphor for working for something unattainable, doing a pointless chore. I read somewhere that Peter Buck once had a neighbour with this unusual habit!
@driver08uk I think that means that "gardening at night" is a very universal metaphor for everyone in the world working towards things in their lives blindly in the dark, not knowing what's really going on or what the point of it all is, when all of the work is actually going towards making the very few psychotically rich people even richer. "Somewhere it must be time for penitence" therefore refers to the fact that there will come a time that those psychotically rich people will have to finally repent for exploiting humanity to such an insane extent or face the...

I love early REM, the lyrics are so obscure and poetic and their meanings somewhat ambiguous. But driver08uk seems to have got it. I just love this song and the lyrics despite what intended meaning they had. It's very underrated I feel and one of my favorite REM songs.
I have seen, I think it was in Uncut magazine in an interview, that the band claim the name comes from stopping on the side of the road to piss. One of the guys kept saying, "I'm gardening at night." However, for me the name will always mean undercover pot growing. It's a slang term that we've used for quite a while.
