Dude, this song was written from 1997-2000. Check the album release date people (originally released 2000).
I think this song is about the U.S. from the time of FDR to Clinton. The good works is a reference to FDR's plan to get the economy rolling after the depression. The not being able to criticize may be Clinton's ability to get away with the Lewinski scandal. People didn't really care as much as they should have about that since Clinton did get the job done and moved the economy forward.

I think this song is about modern politics, period. New Pornos can see the future becuase this song is more truthful now than it was when they wrote it. They're basically talking to Jackie, wishing things could be the way they used to. I don't think it has anything to do with Clinton. "Visualize success but don't believe your eyes." Cable news propaganda and political bickering at the time of the primaries and everything else.
I think the choice of the name "Jackie" is excellent. It brings to mind the Kennedys and the idea of the utopian an vibrant United States that might of been, but probably wouldn't have.
Contrast this with the "ocean antics" and dispicable "wisdom and pain" in modern polictics, and I believe this is what makes the song so effective.
