to me, it seems like someone who is always nice to your face but is continuously rotten behind your back but they suck up to you and try to pretend they're good or caring and try to get you to help them out or be on their side and hear them out, and that they are sorry or innocent or whatever but they always do it anyway and now he's just totally over it kind of thing. that's how I read it anyway.
