I know this song has like 100 different theories on what it's meaning is but to me, it actually sounds like the play Romeo and Juilet. Like, yeahh the title, but in the play before romeo fell in love with juilet, he was madly in love with another girl named Rosaline, who shut down Romeo. The song lyrics kinda sounds like someone getting shut down or rejected. Maybe that's were Blink-182 got the title from but can be talking about a similar story.
