well, yes that's why he wrote it, but I think that it has another meaning... like meeting someone and you never understand what that person was to you until is gone. And you are kicking yourself cause you never tell that person how special he or she was.

i think hes kinda saying, take the chance while you still have the moment, and if you do happen to pass it up, learn from it. but yeah i think he actually did meet someone and wrote about it.
