In an interview he was asked if the song is about suicide and he refused to discuss it, the only time i ever heard him do that, in later interviews he stated suicide is a serious subject that he isn't comfortable discussing in an interview due to the young fans Green Day are getting.

Well, it reminds me of a cocaine addict. Just talking about feeling shitty and many people get depressed whenn the coke weears off, "All night, suicide's last call I've been uptight all night" and it also keeps you up all night.
i always thought it was about sleeping with someone on a drunken night and promising themselves not to sneak out the front door in the morning and leave, but they do. and the guys just feeling like hes going on and on in a circle, like a routine of depression. dont know where i got that from. not sure about the rest of the song. lol. but i love the line, Another notch scratched on my belt its so cool. really catchy tune aswell.

I think it's just about an unhealthy loser, with a life that isn't going anywhere at all.
My view is that this song is a sarcastic take on a loser who wants to commit suicide. A middle class kid who could easily get out of the situation but just doesnt seem to see beyond the present moment.
