Well the title is a take-off on the saying "There goes the neighborhood". Sounds like the neighborhood is a bad place and he has to get out, but there's got to be something in there I'm missing.
"they're the ones who are racist not me"
That about sums up the whole song. He lives in a neighborhood where he (the white trash in the song) is a minority. He's saying that the black people are the ones who are being racist.
