Presumably the song is about PCP.

The relation of these lyrics to PCP is reasonable only in New Order actually named the song referring to the lyrics. It wouldn't be strange for me to know that the members of New Order sometimes put titles to their songs without even thinking of the lyrics.
But, on the other hand, the lyrics of this song seem to describe an addiction-type relationship, one of those so common in modern society ("You came here to seize my freedom"). This kind of romance can easily be compared with a drug addiction. Nevertheless, I don't know the exact effects of PCP. Maybe there it is the secluded meaning of this song.
