Don't know where you got that info from floydian. Todd wrote this one. Bruce has a song by the same name, but it's not the same song.
Todd is from Upper Darby, Pa, and that's not too far from where I gew up. Sounds like Todd is struggling on what it takes to be a real man, and to convince others about it.

This whole album (Initiation) is about the impending transformation his musical sensibilities were about to take; hence this song and "Born to Synthesize" (acknowledging that he should face himself and follow his dreams of experimenting more with music than creating conventional pop records). "The Death of Rock and Roll", ironically the hardest rocking song on the record, takes a stab at the critics that rejected his previous attempts on A Wizard, a True Star and Todd. At the same time, Rundgren was also experimenting with Eastern religious concepts, exploring these themes on "Eastern Intrigue", as well as forming the basis of the album closer "A Treatise on Cosmic Fire". The closing tracks of the first side, the "disco-prog" title track and the doo wop-inspired "Fair Warning", cryptically state that Rundgren is ready to push forward and that it is up to the listener to follow along or tune out.
I always thought this was about the vagaries of a restless and very individual spiritual journey. It's clear from Todd's body of work, with it's multitude of spiritual references, that he's looked at many spiritual avenues. I believe he's a Unitarian Universalist now, which makes a lot of sense.
